Everything we do at the ADSC is about enhancing Jamaican business competitiveness by appropriate application of trade remedy measures. We are a committed provider of high-impact services to producers, importers and all players in Jamaica’s international trade environment.

Our functions and services include:

Conducting Investigations

Conducting Investigations

o Investigating applications for antidumping duties, countervailing duties and/or temporary safeguard actions
o Determination of the type and quantum of trade remedies to be applied on imports that threaten or cause injury to Jamaica’s domestic industries

Industry Training and Consultations

Industry Training and Consultations

o Customized training in Trade Remedies including Training Accredited for Continuing Education such as Continuing Legal Education and Accounting Education
o Consultation and support in drafting complaints
o Assistance with filing responses in defense of Jamaican exporters, should they become the subject of investigations in foreign markets
o Review of draft applications for trade remedies and feedback on how to correct deficiencies identified

Research and Analysis

Research and Analysis

o Staff carries out studies and provides advice regarding specific industries which are facing challenges from imports
o Research on national, regional and international business environments; import trends and/or developments in trade remedies, as well as the impact of same on producers of goods
o Staff contacts industries that are likely to be impacted and offers guidance on how to respond to the challenges
o Research related to investigation of industry applications for antidumping duties, countervailing duties and/or temporary safeguard actions
o Research requested by government officials, Ministers, MDAs and other stakeholders

o Provide policy and negotiating support to the Government and private sector
o Facilitate development of legislation, international trade policy, and negotiating positions in trade agreement
