I. OVERVIEW
The Anti-dumping and Subsidies Commission (ADSC or the Commission), Jamaica’s Trade Remedies Authority is a portfolio agency of the Ministry of Industry, Investment and Commerce (the Business Ministry). The Commission was established in 1999 under the Customs Duties (Dumping and Subsidies) Act, to investigate complaints of dumped or subsidized imports that have caused, are causing or threaten to cause injury to producers of like goods in Jamaica. Under the Safeguard Act 2000, the Commission is appointed as the investigating authority to investigate complaints of surges in the volume of imports that have caused, are causing or threaten to cause serious injury to the domestic producers of like or directly competitive goods in Jamaica. The Commission delivers capacity building in the form of Pre-Filing Consultations, Training and Public Education for industry, industry advisors and the public to assist them to understand and utilize the trade remedies regime.
II. NATURE AND SCOPE
Under the general direction of the General Manager, the Senior Secretary supports the effective and efficient operation of secretarial and administrative services of the Commission. The incumbent will provide general and administrative support for document and information management, meeting coordination, stationery and office supplies inventory, front desk operations, purchasing and equipment maintenance. The post also provides secretarial support for the managerial and technical staff as required from time to time.
III. DUTIES AND RESPONSIBILITIES
- Responds to the General Manager and provides the required secretarial support to meet the needs of the Commission’s Management and/or Technical Staff.
- Makes and receives telephone calls, interacts courteously with clients, conveys messages accurately and routes enquiries appropriately.
- Types reports, memoranda, correspondence, email and other documents, as Proofreads and edits documentation for spelling, grammar, format, and presentation to greatest degree of accuracy.
- Processes incoming and outgoing electronic and paper-based correspondence. Ensures that mail is logged in the appropriate book, opened, stamped (incoming and/or original) and routed to appropriate persons.
- Ensures that documents leaving the Commission are adequately prepared and
- Schedules appointments and meetings and participates in maintaining diaries for Managerial or Technical
- Coordinates and arranges meetings; assists with preparing, organizing, and circulating relevant information and documents for internal and external meetings.
- Performs secretarial functions related to internal meetings, with primary responsibility for the preparation and circulation of agendas, minutes, action items and other documentation for staff meetings; assists with following up on action items, as required.
- Establishes and maintains an effective and efficient electronic and manual filing system that allows for speedy and easy retrieval of documents and/or information.
- Assists with the coordination of internal and external activities/events; makes travel and accommodation arrangements, as requested from time to time.
- Arranges for routine maintenance and/or repairs for office equipment. Records service/maintenance related issues and visits, and aids in following up to ensure that issues are resolved.
- Ensures adequacy of stationery and office supplies; conducts stationery stocktaking and assists Office Attendant with kitchen inventory.
- Assists with getting quotes for the purchase of goods and services for the Commission. Prepares Purchase Orders and submits to suppliers.
- Provides secretarial and administrative support for Human Resource Management functions, as
- Assists with the opening and the maintenance of the Judicial and Investigative Case files, as
- Supports document control in Case Files, by ensuring proper maintenance of a log of new files created and ensuring that the filing system is properly maintained, as directed.
- In the absence of the Administrative Assistant, assists in providing secretarial duties and functions for Commissioners and the Executive Director.

QUALIFICATIONS, KNOWLEDGE & EXPERIENCE REQUIRED
- Minimum of a Diploma in Business Administration
- Certified Professional Secretary (CPS) Accreditation (optional)
- Four (4) CSEC subjects including Mathematics and English or equivalent
- At least 3 years’ experience in a similar
- Proficient in the use of Microsoft Office Suite
- Training in Customer Service would be an asset
- Sound knowledge of office administration and procedures
