SENIOR LEGAL COUNSEL

Tara Marie Evans Rose is an Attorney-at-Law with over 18 years of experience in public and international law advising Government Ministries, Departments and Agencies, companies and other organisations on diverse legal matters, legislative reform, international law, trade policy and negotiations, regional conventions and the law and practice in other jurisdictions. Admitted to the Jamaican Bar in 2002, Mrs. Evans Rose holds a Master of Laws degree with Distinction from the University of Warwick, Coventry in the United Kingdom (2000), and is a graduate of the University of the West Indies, Mona, Jamaica, having attained a Bachelor of Laws degree with Honours (1999).

Mrs. Evans Rose has served as the Senior Legal Counsel to the Anti-dumping and Subsidies Commission (“ADSC or the Commission”) for 9 years. The ADSC is a portfolio agency under the Ministry of Industry, Investment and Commerce responsible for the administration of trade remedies. Mrs. Evans Rose advises and represents the Commission in all legal matters. She leads on the development of the legal framework, adjudicative processes and investigative practice in compliance with World Trade Organisation (WTO) Agreements and jurisprudence on trade remedies and Public International Law. She shares responsibility with her colleagues at the Commission for providing technical support to the Commissioners in the adjudication of trade remedy cases and promoting Jamaica’s development of coherent jurisprudence in trade remedies and related areas of international trade law. She has been involved in the completion of two anti-dumping investigations before the Commission. Mrs. Evans Rose advises the Ministry of Foreign Affairs and Foreign Trade as one of the Commission’s representatives on the Jamaica Trade and Adjustment Team (JTAT) in trade negotiations and CARICOM Consultancies, and provides technical support to the Jamaica Permanent Mission in Geneva, Switzerland on WTO Rules Negotiations. She also advises the Ministry of Industry, Investment and Commerce. on trade remedies and other trade related matters. Mrs. Evans-Rose has developed her expertise in trade remedies and other international trade areas through training which includes the WTO Regional Advanced Trade Negotiations Simulation Skills Course (2012); WTO Training Seminars on Trade in Services (2009) and Non-Agricultural Market Access in WTO Doha Round Negotiations (2008); WTO Regional Seminar on Trade Remedies (2008); WTO e-learning courses on Trade Remedies, Multilateral Trade Agreements and the WTO (2013) and Introduction to WTO (2013), the Inter-American Institute for Economic and Social Development Course on Preferential Rules of Origin (2014), the WTO Regional Trade Policy Course for Caribbean Member States (2015) and the WTO Advanced Dispute Settlement course (2019). Mrs. Evans Rose has also been instrumental in the development and delivery of general and customised training programmes and materials for industry members and other legal and accounting professionals.

Prior to working at the Commission, Mrs. Evans Rose worked as Legal Officer in the Legal Reform Department. She conducted research, produced law reform proposals, advised on statutory interpretation, commented on Bills, administrative practice and procedures and attended in an advisory capacity Parliament including Joint Select Committees and Legislation Committee.

Mrs. Evans Rose has presented on legal topics such as Juvenile Justice, Restorative Justice and Trade Remedies. She has lectured in undergraduate and postgraduate degree programmes in International Law, Human Rights Law and Business Law at the University of the West Indies, the University of Technology and the International University of the Caribbean.

Tara is married to Conroy Rose and they have three children.
