I. OVERVIEW
The Anti-dumping and Subsidies Commission (ADSC or the Commission), Jamaica’s Trade Remedies Authority is a portfolio agency of the Ministry of Industry, Investment and Commerce (the Business Ministry). The Commission was established in 1999 under the Customs Duties (Dumping and Subsidies) Act, to investigate complaints of dumped or subsidized imports that have caused, are causing or threaten to cause injury to producers of like goods in Jamaica. Under the Safeguard Act 2000, the Commission is appointed as the investigating authority to investigate complaints of surges in the volume of imports that have caused, are causing or threaten to cause serious injury to the domestic producers of like or directly competitive goods in Jamaica. The Commission delivers capacity building in the form of Pre-Filing Consultations, Training and Public Education for industry, industry advisors and the public to assist them to understand and utilize the trade remedies regime.
II. NATURE AND SCOPE
Under the supervision of the General Manager, the Registrar is responsible for the efficient and effective coordination and maintenance of the Commission’s Records and Information Management System. This includes establishing and/or maintaining records management procedures, the effective management of confidential trade remedies-related case management files and providing support for the conversion of ADSC’s paper-based filing system to electronic record-keeping. The incumbent will also have specific document and records management responsibilities to ensure consistency with the Commission’s ISO 9001:2015 Quality Management System. The position will also be required to provide general administrative support for Technical Staff, as required from time to time.
- DUTIES AND RESPONSIBILITIES
Technical/Professional Responsibilities
- Manages and functions as the primary reference point for the maintenance of ADSC’s filing systems, documents, books, and other printed material.
- Supports the development and maintenance of filing policies and procedures for the Commission’s files and other printed material.
- Ensures that the Commission’s Filing Index and File logs are maintained in keeping with the Commission’s policies and procedures.
- Develops and implements Retention and Disposal Schedules in keeping with the GoJ’s RIM policies and standards.
- Functions as lead coordinator for the conversion of the ADSC’s paper files to an electronic format and further maintenance of an e-records management system for the Commission.
- Classifies incoming documents in keeping with established classification standards.
- Ensures that active and inactive records are scanned, indexed and organized in keeping with the GoJ’s RIM policies and agreed timeframes.
- Participates in RIM seminars and training and makes recommendations on where new/modified procedures would add value to record-keeping practices.
- Conducts RIM-based training and sensitization for staff, as required.
- Accounts for the proper usage and maintenance of the ADSC’s documents by staff, Commissioners, and the Public.
- Functions as the ADSC’s primary librarian for records maintained in the Commission’s Central Files and Resource Centre and responds to requests under the Access to Information Act.
- Assists the General Manager in the determination of budgetary, stationery and other resource requirements for records management as required.
- Prepare routine and special reports as required.
- Supports the maintenance of document control and records management procedures and practices in keeping with the Commission’s ISO 9001:2015 Quality Management System.
Administrative Responsibilities
- Provides general administrative support to the Technical and Management Staff to enable them to accomplish their core functions as efficiently as possible.
- Retrieves files and other information when requested.
- Conduct light research and generate related reports, as required.
- Provides support for internal and external audits, as required.
- Assists technical and administrative staff with maintaining compatible filing systems.
- Prepare special reports, as required by the General Manager, from time to time.
- Prepares work plans and performance appraisal documents, in agreed time frames.
Case Administration Responsibilities
- Receives case material from local industry/other parties and distributes to the relevant staff and Commissioners, as authorized.
- Maintains a comprehensive record of all complaints/case related documents/submissions.

IV. KEY OUTPUTS
- Well-maintained and updated paper-based and electronic filing systems, in keeping with GoJ’s RIM standards.
- Well-maintained records of all trade remedies applications, case-related documents, submissions, and correspondence.
- Well maintained document registers, file log and file index.
- Updated Document Control Register and Master List of Documents.
- Routine and special reports prepared.
- Files retrieved within agreed timelines.
- Well-maintained files, documents and records.
- Special projects executed.
V. PERFORMANCE STANDARDS
- Ensures proper maintenance and classification of electronic and paper-based filing systems and document registers, in keeping with agreed standards and timelines.
- File history and indexes updated daily.
- Routine and special reports prepared are accurate and submitted within agreed timeframes.
- Assigned tasks and responsibilities routinely executed within agreed timeframes and performance standards.
- Targets in performance-based work plans consistently achieved.
VI. SPECIAL CONDITIONS ASSOCIATED WITH THE JOB
- May encounter dusty conditions with archived material.
- Typical office environment
- May be asked to lift boxes and move files from time to time.
- Extended hours may be required to meet project deadlines.
- Ability to work under pressure and with minimum supervision.

VIII. MINIMUM REQUIRED QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Library and Information Science, Business Administration or a related discipline.
- Certification in Records Administration would be an asset.
- Working knowledge of the GoJ RIM’s policies and procedures.
- At least three (3) years’ experience working in records management or a similar field.
- Working knowledge of electronic record keeping, document control procedures and information management systems and ISO 9001:2015, a plus.
- Proficiency in the use of the Microsoft Office Suite applications.
- A minimum of two (2) years Project Management experience.
