I. OVERVIEW
The Anti-dumping and Subsidies Commission (ADSC or the Commission), Jamaica’s Trade Remedies Authority is a portfolio agency of the Ministry of Industry, Investment and Commerce (the Business Ministry). The Commission was established in 1999 under the Customs Duties (Dumping and Subsidies) Act, to investigate complaints of dumped or subsidized imports that have caused, are causing or threaten to cause injury to producers of like goods in Jamaica. Under the Safeguard Act 2000, the Commission is appointed as the investigating authority to investigate complaints of surges in the volume of imports that have caused, are causing or threaten to cause serious injury to the domestic producers of like or directly competitive goods in Jamaica. The Commission delivers capacity building in the form of Pre-Filing Consultations, Training and Public Education for industry, industry advisors and the public to assist them to understand and utilize the trade remedies regime.
II. NATURE AND SCOPE
Reporting to the Executive Director, the Senior Economist has primary responsibility for the design and implementation of the Commission’s economic research and analytical framework required to conduct economic analysis and to evaluate whether the dumping, subsidizing or a surge in volume of imported goods entering Jamaica is causing material injury to Jamaican producers of like goods.
The Senior Economist provides leadership in the development of an analytical and policy framework, including economic analysis and forecasting tools, used for the conduct of all research and investigations undertaken by the commission. This will entail market characteristic assessments and the development of statistical research necessary to analyze trade remedies cases and inquiries undertaken by the Commission and the interpretation and application of public and private projections of domestic and international economic performance to the study of the sector or industry at issue. This shall be in accordance with general principles of microeconomic theory.
The incumbent plays a central role in developing and implementing strategies to increase stakeholder engagement and provide technical advice to industry stakeholders through the design and delivery of pre-filing consultations, industry training and public education programmes to strengthen capacity of businesses and increase access to trade remedies. The Senior Economist also supports trade policy initiatives and supervises analytical and research workstreams of other technical staff.
III. DUTIES AND RESPONSIBILITIES
A. TECHNICAL/PROFESSIONAL RESPONSIBILITIES
- Develops and establishes the Economic Policy Framework of the Commission
- Leads the economic analysis for all types of research and investigations, including assessments/evaluations on whether imported goods entering Jamaica are dumped or subsidized and whether the dumping or subsidizing is affecting Jamaican producers of competing goods (injury).
- Develops the analytical and policy framework for the conduct of research and investigations.
- Constructs and interprets economic models, cost-price analyses, and econometric assessments relevant to trade remedies.
- Reviews and verifies data submissions from domestic producers, importers, exporters, foreign governments and other stakeholders.
- Assists in formulating regulations and rules of procedure to guide the Commission in obtaining the relevant financial and economic data required to conduct technical analysis
- Assists in the analysis needed for enforcement of antidumping and countervailing duties when they are imposed against imported goods.
- Evaluates dumping and subsidy complaints from the domestic industry to ensure that complaints are properly documented and the allegations made are based upon established facts and evidence.
- Provides the Commission with core technical expertise and distinctive competence, which is vital as the Commission’s decisions must withstand the scrutiny of appeals to the Supreme Court of Jamaica and the WTO Dispute Settlement Body.
- Provides effective oversight and quality control for the Commission’s economic research and analysis work which entails comprehensiveness, quality and timeliness of industry-specific, structural and sectoral economic impact analyses.
- Supports expeditious handling of the Commission’s work which requires participation in the planning of the scope and direction of investigations, involvement in ongoing consultation and collaboration with the Technical Team concerning specific research and economic analysis requirements.
- Develops and maintains knowledge of the financial and costs of production system utilized by domestic industries and provides advice on the competitiveness of the domestic industry.
- Sources and analyzes financial and economic data and develops forecasting models of domestic industries.
- Identifies and analyzes critical elements of statistical and economic problems and policy issues which are the subject of cases and inquiries before the Commission as well as the methodologies to be used and research strategies to be employed in the analysis of cases to ensure that the quality of technical investigation and submitted reports achieve a consistently high standard.
- Develops comprehensive and appropriate databases for the use of appropriate analytical methodologies, techniques and models in statistical and economic analysis.
- Contributes to the academic and professional community by publishing findings in peer-reviewed journals.
- Identifies and develops effective use of in-house or external economic models to simulate policy alternatives and assess their impacts.
- Identifies quality and suitability of economic analysis and contracted services for statistical research and economic analysis.
- Ensures the overall soundness and consistency of the statistical economic research and other information contained in the formal reports of decisions and findings developed for the approval of the Commission at the conclusion of hearings.
- Monitors the impact of Trade Remedies on domestic industries through monthly tracking of investigations by other Trade Remedies Authorities; and by assessing changes in trade flows for like products produced in Jamaica to provide statistical reports to the Executive Director and other Senior Technical Staff, including evidence-based recommendations to support domestic industries where appropriate.
- Provides strategic insight and direction by anticipating the economic implications of trade measures and contributing to shaping the Commission’s strategic direction.
- Plans and organizes economic studies on the market structure, behaviour and performance of specific industries affected by unfair international competition.
- Provides analysis on Jamaica’s Trade Remedies with special attention to objectives established in the governing legislation and official government policy.
- Report Preparation and Presentations
- Prepares reports and materials for use in delivering the services of the Commission to stakeholders.
- Prepares economic reports, advice and recommendations on economic conditions and on the effect of dumping on particular markets; and ensure the adequacy and reliability of economic documentation applicable to specific legal cases.
- Makes presentations at workshops, seminars and other fora to educate businesses and the public on the work of the Commission and to explain economic issues in relation to industry practices.
- Presents complex economic findings clearly and persuasively through written reports, oral briefings, and visual presentations and other channels tailored to diverse audiences.
- Preparation of Regulations and Rules of Procedures
- Develops and maintains knowledge of the structure and level of commodity prices as they relate to our domestic industries to provide advice regarding the extent of Jamaica’s competitiveness in the global arena.
- Assist with the interpretation of procedures necessary to establish Dumping, Subsidies, Massive Importation, surge in imports and other issues integral to the legislation.
- Ensures that appropriate material is prepared for use in court cases and to testify as needed about the economic aspects of specific cases.
- Assists with the selection of economic consultants retained to assist with investigations or to testify in legal cases.
- Stakeholder Engagement, Technical Advice and Support
- Builds and maintains strong relationships with industry and other stakeholders to understand and address their needs, while ensuring effective alignment between stakeholder interests and the Commission’s objectives.
- Reviews draft applications for trade remedies and provide feedback on deficiencies in the application.
- Develops and delivers industry training and public education programmes tailored to the needs of specific industry and other stakeholders, in collaboration with other Technical Staff.
- Develops and executes strategies for engaging industry stakeholders to promote the use of trade remedy measures in defending local industry against unfair trade practices.
- Provides advice/commentary for the Commission on the condition and state of the domestic industries in relation to the global industry.
- Provides advice/commentary for the Commission on the impact of Trade Remedies laws and practice on domestic industries in relation to the global industry.
- Provides education and support to the Legal Counsel, Financial Analyst, the staff and Commissioners on economic matters.
- Provides advice on a wide and complex range of economic problems including domestic and regional competition and policy issues related to inquiries and appeals.
- Collaborates with :
- Technical staff and senior officials of domestic industries
- Technical staff of international trade bodies, trade remedies authorities in other jurisdictions and national bodies including Customs, Statin, and Foreign Trade.
- Researchers in the academic community, private and public sector Economists and Government Officers
B. MANAGEMENT/ADMINISTRATION RESPONSIBILITIES
- Promotes analytical excellence by championing high standards in economic analysis and the use of evidence-based approaches across the Commission by identifying and implementing best practices in analytical methodologies and proactively managing analytical risks.
- Directs and coordinates industry engagement, economic research and analysis activities by ensuring alignment with Commission’s objectives and policies.
- Plans, organizes, and directs the creation and implementation of inputs for primary areas of responsibility into Strategic and Operational plans.
- Prepares and submits Performance Management and activity reports to the Executive Director as required.
- Develops and/or reviews performance reports for the unit and providing guidance and recommendations for direct reports.
- Develops and implements policies, procedures, and strategic communications related to primary areas of responsibility.
- Maintains oversight and leads periodic reviews of standard operating procedures to keep them current, ensuring tools and resources, including evaluation mechanisms are available.
- Identifies administrative gaps and develops policies and procedures to guide operations whilst ensuring effective and efficient service delivery standards.
- Coordinates responses to audit queries where required or as directed by the Executive Director.
- Maintains effective relationships with internal and external stakeholders to ensure consistency in service delivery.
- Represents the Commission at local and international meetings, conferences and forums.
- Anticipates challenges, exercises prudent judgment and demonstrates flexibility to overcome obstacles.
- Provides strategic leadership and technical advice on trade policy matters to Ministers, Permanent Secretary, and other representatives of ministries, departments and agencies as required.
- Manages analytical workstreams and supervises direct reports by developing and implementing individual work plans aligned with ADSC’s Strategic and Operational Plan.
- Conducts regular team meetings and staff appraisals to communicate priorities, evaluate progress and foster a collaborative and high performing team environment.
- Promotes a culture of continuous learning and professional growth by providing mentoring, coaching and career development support to team members.
- Plans and implements special projects, as required, ensuring compliance with GoJ and Commission’s guidelines.
IV. KEY OUTPUTS
- Preparation of consultative documents for the development of the Commission’s policies and presentations to users of the Commission’s services and interest groups.
- Performance measurement of the Domestic Industries production and competitive capabilities.
- Develop rules and procedures as required by legislation for review by the Commission.
- Preparation of monthly, quarterly and other reports for the Commission.
- Preparation of bulletins, briefs and other publications for industry, the media and other stakeholders.
- Review of complex trade remedies complaints relating to dumping, subsidizing and other trade remedies which will impact on Jamaica’s International Trading partners.
- Evaluation of trade, financial and economic data that are integral to the Commission’s determinations.
- Investigation of breaches of the legislation.
- Conduct periodic assessments of the degree of the competitiveness of Jamaica’s industries with that of other regions such as CARICOM, and other countries.
- Interaction with other Trade Remedies bodies.
- Provision of advice and commentary on the economic impact of international unfair competition and the impact of trade remedies to counteract such unfair competition.
- Advise the Government on the economic implications of trade remedies to be implemented.
- Maintain records and database of technical and other information provided by domestic industries.
- Maintain database of relevant national and international trade information.
- Contribution to Strategic, Corporate and Operational Plans.
- Effective management of Pre-Filing Consultations.
- Design and delivery of industry training and public education programmes.

- Ensuring all calculations/determinations/evaluations of information provided to the Commission are accurate.
- Sound policies are developed on issues that are indicative of and integral to the Commission’s mandate.

- Good and accurate advice is provided on the state of the domestic industry, the competitiveness of Jamaica’s industries vis-a-vis global industries, and the impact of trade remedies on Jamaica’s industries.
- Contacts with international bodies/senior officials and technocrats are conducted with the highest degree of professional standards and consistent with the Commission’s Law, Rules, and Regulations.
- Accurate database of relevant national and international trade data is developed in accordance with international standards and economic professional standards.

QUALIFICATIONS, KNOWLEDGE & EXPERIENCE REQUIRED
- Master’s Degree in Economics – preferred emphasis on Industrial Organization and Competition Analyses.
- Understanding of financial and economic factors which affect pricing and competitive performance.
- Sound knowledge of applied economics, international trade and productive sectors.
- Demonstrated ability to conduct economic injury assessments and trade policy analysis
- Knowledge of International and Regional Trade In Goods
- Computer literacy with proficiency in Microsoft Suite, and statistical software packages.
- Minimum of three (3) years working in competition or trade related analysis
- Minimum of (3) years at a senior management of supervisory role.
