Mr. Carroll has a master of Business Administration Degree majoring in Banking and Finance from the Mona School of Business, 2003 and is a graduate of the University of the West Indies with a Bachelor’s First Class Honours Degree, Double Major, in Accounts and Management, 2001.
Joining the Anti-dumping and Subsidies Commission in May 2011, as General Manager, Mr. Carroll is responsible for the overall management of the Commission’s Human Resources, Financial Resources and IT infrastructure. He also shares responsibility with his colleagues at the Commission and at the Ministry of Industry, Investment and Commerce for timely and accurate support of the Commissioners in investigating and the resolution of trade remedy cases.
Mr. Carroll comes to the Commission with over eight years senior management experience some of which was garnered in the ownership and operation of his own business. Mr Carroll also has a wealth of private sector experience gained from industries spanning Beverages, Wines & Spirits, Culture,Gaming and Telecommunications.
